Appearance of this character in IE6[edit]

I don't know if it's just me but this character appears as an O with two dots over it in the title bar of IE and the top-level heading of the page. In the first sentence, the bold part looks like an O with a bar over it, then in brackets the character is shown with the bar through the middle (looking more like greek theta). Which is it? If this letter is called “Ö (Cyrillic)”, how to name Ӧ (CYRILLIC CAPITAL LETTER O WITH DIAERESIS) ? --Hello World! 14:50, 22 March 2006 (UTC)
