ONR Budget? [edit]

Should the current ONR budget be included (similar to the way it is done for the article on DARPA)? Dr. Horatio Occularis (talk) 10:12, 12 May 2008 (UTC)

Contract administration responsibility [edit]

ONR is also responsible for administering the "indirect cost base" at 45 universities who do defense research (regardless of which agency actually contracts for the research); HHS manages this for other universities with government research contracts. Quoting OMB circular A-21, "Cost negotiation cognizance is assigned to the Department of Health and Human Services (HHS) or the Department of Defense's Office of Naval Research (DOD), normally depending on which of the two agencies (HHS or DOD) provides more funds to the educational institution for the most recent three years."
