This article was written by a member of Poplar River First Nation. I've attempted to get official numbers from official sources. However, being that the community is small I wrote it with as much information that gives as accurate a description as possible from what I know. Poplar River First Nation belongs to Southeast Resource Development Council. Southeast Resource Development Council owns and operates a First Nation casino called South Beach Casino. This means the people from Poplar River First Nation own the casino. Creating a link to the casino is not spam because they own it. Linking to a business that is owned by Poplar River First Nation is not spam. - The South Beach Casino website link at the Poplar River First Nation would be considered Spam. However, when someone generates an article for the Southeast Resource Development Council and more specifically their Southeast Community Futures Development Corporation activities, then in that article, though it may be a hard sell to some, we should be able to place a link to the South Beach Casino website from there. It is an actual casino resort. It is not an online gambling web site. It is considered a charitable organization. It is not for profit. I don't know where you live, or perhaps you may have a problem with native owned/run casino's, but I strongly recommend you read up on lottery and casino rules and regulations for Manitoba, Canada.
By your narrow definition of spam, it could be assumed that any business entity linked from Wikipedia could be considered a commercial links. IE: the First Nation owned and operated radio station that I have linked is a radio station that earns money. So is the Northern Store. They make money. The casino is non-profit, and is considered a charitable organization. In fact, all casinos in Canada are considered charitable organizations.

- You're missing the point. The casino/resort link and even a description belongs on a different article, but that different article don't yet exist. You can either take initiative and start an article on Southeast Resource Development Council and place the casino/resort description and link there, or you could write an article on the Brokenhead Ojibway Nation and place the link there, or you can wait until someone decides to write on either of those two needed articles, and then add the link after one or both articles have been written.
