Unlicensed?

I do not understand what this means, "unlicensed". It appears this position requires a series of exams and qualification, so what is the missing license? The article does not make this clear. Basket of Puppies 23:45, 4 August 2010 (UTC)

confusion over page name

1) a Motorman is not a QMED rating under USCG regulations. 2) the section under United States lists the USCG endorsements, any one of which is a QMED. None of the ones listed is Motorman, so not really appropiate for a page of Motorman (Ship) — Preceding unsigned comment added by Full Share (talk • contribs) 23:28, 3 June 2022 (UTC)
