I think the current charaterization of Mr. Galipeau in this passage deserves more context in order to be treated in a fair manner:

"Galipeau's campaign did not get off to an auspicious start when several media organizations reported on his bookkeeping failures with the library. The library had sent a collection agency after him after he was several years late filling expense reports for conferences he attended."

In particular, my understanding is that: - he was working in a unpaid/volunteer capacity for the library board - he was asked to incur expenses on out-of-town travel to attend library conferences on belalf of the Ottawa public library board - he was provided an advance for out of pocket expenses - it was known by the library board that he in fact incurred expenses in excess of the advances - the motivations of the persons involved in publizing the issue appear to have more to do with politics than with accounting. The chief librarian Barbara Clubb had lost a prior battle with Mr. Galipeau regarding his motions to limit access by underage people to pornographic content on library computers. City Councillor Rick Chiarelli, current chair Ottawa Public Library Board, is a very active member of the Liberal party. - The issue was taken to the media in the days immediately leading to the current election campaign.

Royal Galipeau, the vice-chairman of the Ottawa Public Library board, in hot water for failing to give the city receipts for his travel, has pulled his paperwork together and submitted it to city finance officials.

Mr. Galipeau says the whole thing was petty politics because of his differences of opinion with the chief librarian over a couple of issues. Mr. Galipeau is hoping to turn to the task of being a Tory candidate in the federal election, rather than fussing over a pile of receipts that date to 2001.

The library administration was concerned enough about $2,500 in cash advances to Mr. Galipeau for travel to conferences -- which had never been accounted for -- that the matter was sent to a collection agency.

Mr. Galipeau says he was a volunteer, giving hundreds of hours of unpaid service to the city, who did a poor job of keeping track of pieces of paper for expenses. After the matter was sent to a collection agency and reported on in the Citizen, Mr. Galipeau vowed to get his papers in order and submit them. He did so on Thursday, and is awaiting the approval of his expenses by chief librarian Barbara Clubb. The claims go back to 2001.

Mr. Galipeau says he recently discovered that the library board policy on expenses is silent on the issue of a time limit, so there shouldn't be a problem with the city approving legitimate expenses that go back some years. He emphasized that he has been careful with all matters financial, even handing over to the Ottawa library administration a box of candy and a bottle of vodka given to him by a librarian in Kiev.

And he says his receipts for legitimate library expenses far outnumber the money he was given, though he has not added up all the numbers, preferring to "let the bean counters add it up."

→ The point is that you have allowed your political bias to introduce "the affair" in a questionable and unbalanced light and your edits fail to redress the imbalance. Is the fact that Chirelli, a prominent liberal, created "the affair" on the eve of an election a coincidence? Why was this not an "affair" for the prior 4 years when Galipeau was a member of the liberal party?

SimonP, you seem like a decent Wikipedian. In this spirit I encourage you to rise above base political tactics used at the reputational expense of a decent and well-motivated person with a history of thousands of hours of public service given without reward, either expected or received.


On another topic, here's a quote from Mr. Galipeau regarding same sex marriage and abortion:

“I support the ideal that marriage is between a man and a woman to the exclusion of all others and with all my soul, I oppose the wholesale slaughter of the unborn,” said Galipeau."

mental illness claims[edit]

Numerous events have made many question Galipeau’s mental stability, some during his election campaign, and others after he had been elected. During the campaign he seemed unable to grasp many question posed to him during question period, and would often reply “I don’t know that, I’ll have to ask my son.” He has been noted to walk from his office to the public washrooms, in his boxers for unknown reasons, and also has been “lost” several times in the Parliament buildings, requiring him to be guided back to his office by security.

These are very weird statements and are completely unsourced -- a (cursory) Google check turns up nothing relevant. Since they were made by a logged-in Wikipedian, I have moved them to Talk rather than delete them outright, but given their nature they must be sourced before they can return to the article. - Montréalais 06:53, 2 December 2007 (UTC)[reply]

Said user's only other contribution to Wikipedia was an unsourced theory that Larry O'Brien is actually Lex Luthor transported to earth via a warp in the time-space continuum. So he's clearly not too interested in or knowledgeable about the whole WP:RS/WP:V thing, and accordingly I wouldn't waste much time waiting for a real source here either. These events all happened within my witnessing, or were reported by members of the security detachments that work on the Hill. Also if you do a “(cursory) Google check” with the words: “Royal Galipeau”+crazy, or insane, you will get a few articles from CBC, CTV, as well as parliamentary bloggers who will report a few strange instances with the man. Many of his conferences, which I believe were televised on Rogers 22, would also show his strange behaviour.
