No, for two reasons... 1) It wasn't a semi-final as such, not in the way semifinals are currently. In 1996, it was a qualification process to whittle down the number of participants from 29 to 24. 2) There isn't a record of what points were awards during that qualification round in 1996, so how would we know which country to allocate the points to? ...hope we've cleared up that.
