Confusing lede[edit]

I don't get what this means, U.S. Navy officer, with the highest ranking by rank, or number in rank. Can somebody translate that into plain English? (11 years later) I agree. I think they mean United States military seniority but are trying not to say "the senior officer is the officer who is most senior". I'll try to rephrase. Mgp28 (talk) 13:02, 26 August 2023 (UTC)[reply]

Original meaning[edit]
