EEA and EU[edit]

The article is a bit vague on the validity of the certificate in EEA. Does this exist in countries like Liechtenstein/Iceland (the EU regulation seem not to apply) or do they have their own implementation? And do I understand correct that use in the EEA sets the "timer" for use in the EU? Is that also vice versa? L.tak (talk) 18:05, 10 February 2013 (UTC)
