Leadership body[edit]

The bylaws refer to this group as a "leadership body" only. Lack of executive authority in the body is not an oversight, it was clearly intentional. It would not be accurate to refer to this group as primary.

The First Presidency presides over the whole church and is the highest ranking ecclesiastical authority. The bylaws grant WCLC only one official responsibility: formation and boundaries of Mission Centers. However, as the article indicates, its informal role is much more important and it serves to build consensus on many issues and deliberate on matters assigned to it by the World Conference. Thanks for the clarification of the official designation. The point remains that in practice the council functions as an executive body. I can't think of an example in recent decades of the First Presidency acting without the consensus of the council. Presumably the FP wishes to retain authority in order to forestall gridlock in case of another "Supreme Directional Control" fiasco. --Blainster 16:19, 30 August 2006 (UTC)[reply]
