{{Cl}} (or "category link") is used to display a category name as a link to the category. It is a companion to {{tl}}, which serves the same purpose for templates.
Example
{{ cl | Africa }} gives Category:Africa
Category links can also be written as [[:Category:Africa]] giving Category:Africa,
or {{lc|Africa}} giving Category:Africa (edit|talk|history|links|watch|logs).
