This template creates navigation box for a state's congressional districts.

- If the state currently has (or once had but no longer has) an At-large district, then the field "AL" should be included with non-blank data.
- If the state has never had more than one district (e.g. Alaska), then the field "dists" should be blank or 0 (zero) and the field "AL" should be included with non-blank data.
- If the state had a territorial district, then the field "territory" should be included with non-blank data.
- If the state name has more than one word, supply the "abbrev" field.
- If the state has a state-specific redistricting article, put non-blank data in the "specific-redist" field to override the default link to the general Redistricting article.
