Should Jackie Stewart be classed as the teams personel as hes shown up to alot of grand prixs this year with the team?

You have a point, but, in short, my answer would be probably not. He indeed is a "partner" of Lotus F1's parent company, Genii Capital (see here and here). However, he's not listed on the team's website (here) and no reputable source mentions him as a member. Anyway, that's my opinion.
