This template is within the scope of WikiProject Cuba, a collaborative effort to improve the coverage of Cuba related articles on Wikipedia. If you would like to participate, please visit the project page, where you can join the discussion and see a list of open tasks.
The reason for collapsible templates is that it reduces the space these templates normally take up. Look at Havana for example and see how much the four templates take up. It is easier all round to have a default collapsed state rather than having to include the state in the article code. It doesn't bother me if you want to keep it open, but I just felt for a reader it would be better to have it collapsed and not be overwhelmed by four fully open templates.
