A temporary resident in Canada is someone who is not a Canadian citizen but is legally in Canada for a temporary purpose, including international students, foreign workers and tourists.

Some foreign nationals require a Temporary Resident Visa to visit Canada. Since the Canadian economy entered recession in 2008, temporary foreign workers have proven to be the most vulnerable to job losses.[1][2] In January 2009 Service Canada introduced tighter restrictions for employers who wish to recruit temporary residents.[3][4]

Canada accepted 193,061 temporary foreign workers and 79,459 foreign students in 2008. [5] Immigration Minister Jason Kenney appearing on CTV's Power Play on February 11, 2009 said he expected a reduction in the number of temporary foreign workers coming to Canada for 2009."That side of the immigration program we anticipate will see much less demand."[6]
