Forrest was born in Liverpool to a prominent business family that had thrived in the city for centuries before a sharp down-turn as a result of the Liverpool Blitz. His father is the Managing Director of a restaurant and property business portfolio working in Lancashire and Merseyside. His mother is a magistrate as well as Director in the family business.
He was educated at Maricourt Catholic School and read Philosophy at Heythrop College, University of London, serving as President of the college's Conservative Association and gaining a first-class honours degree in 2016. He then went on to study at the University of Oxford where he was awarded Doctor of Philosophy in 2020, continuing there as a lecturer and fellow.
