Goal: For this list to replace Wikipedia:List of policies and guidelines, Wikipedia:List of policies, and Wikipedia:List of guidelines

Phase one complete! The new Wikipedia:List of policies and guidelines is live.

Stretch goals:

1. With an exhaustive list of rules, try to condense some policies and eliminate redundant ones.
2. Re-design major policy pages so that they look nicer and are easier to read.
3. Catalogue the "unofficial" rules, such as WikiProject advice pages and various essays (even ones presenting contradicting opinions!)
4. Some way to determine what new policies, guidelines, essays are written/promoted so that the list(s) can be updated accordingly
