OK, I think I see the problem. I've blocked that IP for 2 weeks and put a list of previously used IPs on the talk page. Next time I suggest you reference that list so that administrators have some context. presumably this person will switch to a new IP somewhere in the Middletown, NY area; when that happens just get him or her blocked at first sight, given this history.
Here's a copy of the IP list you can use in the future:

At the bottom of IP talk pages, you'll see links to whois, traceroute, etc. functions. There are two Geolocate links there, too. Your person usually edits using IPs near Middletown, NY -- about 50 miles/80 km north of New York City. He has also edited from a hotel elsewhere and from a mobile phone. --A. B. I hope you don't mind my jumping in here. As you can see from some of the block logs on these IPs I've been tracking this disruptive user for some time now. I have a list of about 30 or 40 additional IP addresses involved. Let me pull something together and I will add them below.
