In my capacity as an administrator on Wikipedia, I am open to recall. If there is concern that I have misused the tools entrusted to editors with +sysop access, the process detailed below may be followed.
  • Step 0 – Cover Matter. This process may not be run multiple times simultaneously, nor may it be run multiple times for the same incident, and may not be utilized unless there is substantial evidence that I have specifically misused +sysop. This is defined as follows:
  • A specific, cited action or actions that I took (or that became public, whichever is later) within the past seven (7) days as of the commencement of the petition process below (i.e. the publish time of the initiator's signature per Step 1 below) that involved misuse of the administrative toolset (any function available solely within the +sysop right) in a way that constitutes blatant conduct unbecoming of an administrator at the time of such action(s).
  • A dispute resulting from a non-controversial or obvious administrative action (i.e. blocking a vandalism-only account) may not be utilized as a reason to pursue this process, and any attempt to do so will be disregarded.
  • I am a human being, and sometimes I make mistakes. Please assume good faith, and let me know if you believe I've done something wrong; I make a strenuous effort to admit this and, as importantly, learn from it when it happens. This process may only be used in the case of blatant misuse.
  • As per the third point above, an attempt must be made consult me on my talk page and the issues addressed with myself in an objective manner; in other words, drama should be avoided and this process is to be used as a last resort.
  • Step 1 – An editor in good standing (as defined in Step 2 below) must, after a good faith attempt has been made to engage in discussion with me on my talk page, initiate this process on my talk page.
The initiating editor's post must:
  • be made in a new section,
  • make specific reference to this process (linking to this page),
  • make specific reference to the action(s) alleged to have constituted misuse, and
  • indicate that the process has been initiated.
  • Step 2 – Following explicit initiation of this process by an editor in good standing (defined below), six additional editors in good standing (defined below), in addition to the initiator, must sign a petition on my talk page certifying a belief that I have misused +sysop. All seven signatures (the initiator and six others) must be recorded on my talk page, with clear reference to this process, within seventy-two (72) hours of the time of the edit commencing the process per Step 1.
An editor in good standing is defined as an editor who meets the below criteria whom I am satisfied is acting in good faith (and who has not been canvassed):
  • An editor un-involved in the dispute in which I have allegedly misused the tools and who has an account age of at least one year and has accumulated 2,500 edits on the English Wikipedia, and
  • has not been blocked in the past eight months, or been subject to sanctions in the past eight months by the Arbitration Committee, the Wikimedia Foundation, Jimmy Wales, or the Wikipedia Community.
  • Editors are not considered to be in good standing when they are only seeking to advance a dispute or take revenge for a non-controversial administrative action (i.e. obvious speedy deletion or blocking).
In order to prevent vexatious litigation, any one editor meeting the above requirements may only endorse one petition under this process.
  • Step 3 – Once Step 2 has been completed, I will relinquish +sysop voluntarily until a request for comment is conducted pertaining to the issue. If however, there has been substantial opposition to the petition conducted in Step 2, I reserve (and others retain in the event of my exercise of) the right to retain +sysop and/or to proceed with other avenues of dispute resolution (i.e. in the event of a genuine, bona fide dispute between factions of good faith editors).
  • Once the RFC, containing two viewpoints (one that I did and one that I did not misuse +sysop) concludes after one week, it will be closed by a bureacrat and consensus determined, in the same manner as a request for adminship and pursuant to the same principles (with the non-misuse viewpoint treated as the "support" viewpoint in an RFA). If there is consensus that I have not misused the tools, +sysop will be re-granted to my account.
  • Should I not regain +sysop, my resignation would be considered as having been "under a cloud" and I would be subject to a request for adminship at any time in order to regain access to the +sysop right. I reserve the right to re-request other permissions, including +sysop, through the normal processes thereafter.

This process will not be superseded unless amended, replaced in due course by myself, or replaced as required by Wikipedia Policy. Amendments or changes to the process outlined above will take effect after seven (7) days.
