There are currently 15 known living people confirmed to have been born in the 19th century (which, to clarify, ends on 31 December 1900). There are likely more who will not be verified for several more years. Even if it were true it would still be trivia, the only people who really care about this are longevity fans. Unless there is a reliable source which specifically states that someone is the "last person born in the 19th century", it constitutes fanfluff and has no place in an encyclopedia.
