Request reason:

I do not believe this block is required to prevent vandalism, because I do not believe the amount of vandalism from this IP (based on the contribs I see) is excessive enough to constitute blocking (there were only four within the past year, and even those were spread apart). Furthermore, I'm not even a kid; I'm an adult at a school just waiting for the polls to open and using the school's wi-fi, since it's election day. This is no different than a public library, where I can edit from just fine, and I know kids vandalize from there too. I was going to patrol recent changes, but oh well, guess I'll just have to browse FOX News to kill time.

Decline reason:

This is the seventh block earned by this IP, so your first comment is disproven by events. The gaps between vandalism edits relate to the periods when a block was in force. I see no prospect of this block being lifted. --Anthony Bradbury"talk" 12:28, 4 November 2014 (UTC)

And it does not matter to you at all that the top of the page clear states " Charlotte County Public Schools response team has requested that Wikipedia administrators consider a short duration soft block, and have stated that they will respond to reports sent to web_security@ccps.k12.fl.us, which may lead to disciplinary measures being taken by the educational institution's administration." Thanks for pointing that out. To be fair, that standard template probably isn't worded the best for the situation. I put that in there because I originally I had a note to contact me because I'm confident that web_security would work with me if there vandalism issues (the person who manages the filter pretty much told me they won't put up with nonsense), but later got busier in real life and was afraid that someone would contact me about it and I wouldn't respond promptly, so I just put the contact into the template and that's how it renders it. Besides, I'm a taxpayer in Charlotte County, I own this IP address in part, even if IT wasn't willing to work with me I'd have no qualms about bringing the issue up at the monthly school board meeting. There's no need for this IP to be blocked like this; there has been no "persistent vandalism" from there other than test edits (which expecting an IP with 15,000+ children using to not test edit or vandalize occasionally is unrealistic) and there have been good edits from this IP.
