Thanks for posting to Talk:International Phonetic Alphabet. If you need to experiment with formatting, tables, etc., you can use the show preview button before saving your edits, which will allow you to see if the formatting worked, without having to edit the page multiple times.
The reason the first table you made didn't show correctly was that cells within a row need to be separated by ||, rather than just |, and to start a new row you need to put |- on a line after the old row and before the new row. You may also use ! to make a cell bold. See Wikipedia:How to use tables for more information. Because of the special characters s̪ and z̪, you may need to do some extra formatting to make it work.
