Rschen7754 merely deleted a previous version of the article, which has nothing to do with your ability to create a new article with that title. Only registered accounts that have been autoconfirmed can create articles. Imzadi 1979  09:09, 22 May 2014 (UTC)

@Imzadi1979: Correction. The article title "Igor Janev" has been protected, meaning that only administrators can create a new article by that title. With the reason for it being that the previous article was deleted as a hoax. Articles with that title have also been deleted as hoaxes on other Wikipedias, and even the one on the Macedonian Wikipedia has been nominated for deletion. Thomas.W talk 09:17, 22 May 2014 (UTC)
