It has repeatedly been made quite clear to you that an article talk page is for discussion in relation to working on the article, not for general discussion related to the topic of the article. You have repeatedly been blocked for failure to comply with Wikipedia practices. Yet, on returning from your latest block, you continue to misuse talk pages. I can see no way of dealing with this other than to give you a longer block. When the block expires, if you choose to return to editing Wikipedia, please follow our guidelines and policies.
