I guess "neither", since consensus is that it doesn't belong in there at all. I hate to get in the middle of that debate, but even with the source, it doesn't seem like people want it in there. Re your message: I chose not to block the user because the recent edits were a content dispute without any personal attacks. I agree that this editor has a single-minded purpose, but I was looking at it from the point of view of immediate simple vandalism to the article and that was not occurring. IP Guy

Not involving personal disputes? Odd. You'd think calling editors whitewashers and conspirators would do the job. Critcism of Wikipedia doesn't go over very well. Plus, he was trying to POV a non-POV statement. I'd give the banning a shot, but I doubt it'd be worth it. I left him a message on his talk page stating my views on the matter. Perhaps he'll grow up or move onto something else.

My reply: Fair use rationale is so extremely difficult and constantly changing that I don't touch it. I haven't uploaded any fair use images in months and I don't plan to do any more.
