Ah, an autoblock. I suspected as much. Okay, translating the above wikispeak into normal human language: someone using the same IP range as your computer has been messing about on Wikipedia, so the IPs in that range are now prevented from editing. Unfortunately, that currently includes you. Equally unfortunately, the block has been placed by a checkuser (a specialist user with rights that enable them to connect IP addresses and accounts, which most of us can't do). As a lowly run-of-the-mill sysop, I can't mess around with the block (I don't have access to enough information to make an informed decision), but I will ask the checkuser who placed it to take a look and change the block or amend your userrights to allow you to edit (if they deem it appropriate).
