how to unsubmit this draft of an article for creation? The permalink is I did not actually mean to submit it in the first place, its was just a fumble fingers. In fact the article is already created.

You have since blanked the sandbox, un-submitting it in the process. You could also have removed the {{AFC submission|...}} code that creates the submission template. The somewhat trickier version is to insert a "t" and change {{AFC submission|||ts=20141230234605|u=G41rn8|ns=2}} into {{AFC submission|t||ts=20141230234605|u=G41rn8|ns=2}} - that will turn the "Review waiting" message box into the "Draft article not currently submitted for review" version and unsubmit the page in the process. I want to move this image to Commons... how to do?

  1. First make sure commons will like it! - see also No.4
  2. Add {{move to commons}} to the page and save it
  3. That gives you a banner with instructions and links and adds the page into a list - then if you get stuck, someone else will (eventually) do it.
  4. Commons can be picky and it depends on how well the image gets moved - so after moving check all is wonderful - note in this case the author Anuradha Dullewe Wijeyeratne is liked to User:අනුරාධ - (I know that are the same, we have crossed paths before...) you must make sure that that link works on commons after moving - use :en:user:අනුරාධ if it did not transfer properly. For that license commons will need to know that the author is the en user.

There's a problem here. The Wikimedia Foundation's stance is that a photographer cannot make a copyright claim for a faithful reproduction of a two-dimensional work of art - but the original artist retains a copyright (see for example commons:Template:PD-art-70). For that reason I had to nominate all the images of Solias Mendis paintings hosted on the Commons for deletion: They were violating Mendis' copyright. If this also is a Mendis mural, the same issue would apply, and we'd have to add a fair use rationale to the file on Wikipedia itself. If this isn't Mendis, we'd have to know when the painter died to ensure it's out of copyright. I'm not an expert on copyright, so it may be worthwhile to await the outcome of the discussion I started here, but the way I understand copyright law, that image could only be uploaded to the Commons if the painter had died before 1945.
