Since the article was deleted at WP:Articles for deletion/Sugaspott, you shouldn't just post it again, even though that was nearly three years ago. I see that it has been "userfied" - moved to a sub-page at User:Wikispott/Sugaspott where you can work on it. What you should do is, make that draft article as good as you can, and then ask user Postdlf (talk), the admin who closed the deletion debate, whether he thinks you have overcome the reasons for deletion. If so, he will agree to you moving the article into the main encyclopedia: if not, you can appeal at WP:Deletion review.
The standard you have to show he meets is WP:MUSICBIO. The definition of notability is "significant coverage in reliable sources that are independent of the subject." Significant means more than just listing-type mentions; reliable excludes Myspace, Facebook, blogs, places where anyone can post anything; independent excludes the subject's own website, affiliated ones and anything based on press releases. The test is, have people not connected with the subject thought it significant enough to write substantial comment about? The references that count are the independent ones that say something about him. Wikipedia, Commons, Youtube don't count - not reliable. I would be inclined to leave out some of the ones that just mention him in a list - people are suspicious of what we call WP:BOMBARDMENT - long lists of trivial references are often used to try to make something look notable that isn't.
I'm not sure about the references to his meeting with David Cameron - interesting, but it doesn't help to show that he is notable as a musical artist.
If you get into another discussion about it, I shouldn't use the argument that requiring independent coverage of him is not fair because he is African - he has been living and working in the UK for over eight years now, and the UK music scene is well covered.
