Víctor Carranza, born in 1940 in Guateque, Boyacá, Colombia is a Colombian emerald czar. He is the owner of emerald mines in the Boyacá mountains (a forested area not far from Bogotá). The economy of the area around the mines is dependent on him. Before his arrest he was considered to be the man in charge of this drug plant growing area.
On 25th of February, 1998 he was arrested in Bogotá. In 2002 he was released from prison.
