W23BV-D is a Class A low-power digital television station in Evansville, Indiana, broadcasting locally on UHF channel 23. The station also uses channel 23 as its PSIP, and is an affiliate of 3ABN. W23BV-D is owned by the Bethel Sanitarium (a Seventh-day Adventist organization).

The station's transmitter and tower are located off of Vienna Road near Rexing Road in far eastern Posey County, Indiana, north of the small community of Parkers Settlement.
