It should only be used when a diagram is particularly important, as it has the downside of making the article look very unfinished. Additionally, or alternatively, users may add the template {{reqdiagram}} to the talk page, which will also place the page in Category:Wikipedia requested diagram images, but in a less visible way (which may be a good or bad thing, depending on the circumstances).
