I think there are "good" busy backgrounds and bad ones, and that this one is particularly bad because of the guy in the bright orange vest who is so very unfortunately positioned right behind the cyclist's head, as well as the tube that seems to be coming out of his helmet.   • Support. Agree with Crisco that a busy background is unavoidable in these situations. You're never going to avoid it in a city race. I took some similar images during the cycling at the 2012 Olympics and I know how difficult it is to get an image that is sharp, capturing the action well, and with perfect composition. These guys fly past at 40+ km/h and you are lucky if you can keep them in the frame consistently. I do agree with Crisco also that it might have been preferable to bump up the ISO to get a slightly sharper image instead of going for the panning motion blur, as that usually only works well when there's more blur than this.
