This page is for listing and discussing files that are marked as available under a free license or public domain, but have disputed source or licensing information. Files are listed here for 7 days before they are processed. Files that are tagged with a non-free template should not be listed here.

To list texts with copyright issues, please use WP:Copyright problems.

Before listing, remember that files which are already marked unfree and used under fair use should not be listed here.

To list a file on this page:

Edit the file page.

Add {{puf|date=31 March 2015}} to the file page.

Create its PUF subsection.

Follow this edit link and list the file using {{subst:puf2|image=File_name.ext|reason=reason}} ~~~~ (remember to exclude the File: prefix).

III
Give due notice.

Inform the uploader by adding a message to their talk page using {{subst:fdw-puf|File_name.ext}} ~~~~

If the image is in use, also consider adding {{pufc|File_name.ext|date=31 March 2015}} to the caption(s), or adding a notice to the article talk pages. Consider also notifying relevant WikiProjects of the discussion.

Remember to replace "File_name.ext" with the name of the file

Unlike Wikipedia:Files for deletion the primary purpose of this page is to ascertain the source and/or copyright status of a file. Therefore it is not specifically a vote to keep or delete but a forum for the exploration of the copyright status/source of a file and contributions should not be added solely in those terms.

Listings should be processed by an administrator after being listed for 7 days. Files that are accepted following this 7-day period should have {{oldpuffull}} added to the file talk page. If no objection to the file's deletion is raised, or no proof that the file is indeed free is provided, the file may be deleted without further notice after the 7-day period.

Note: Files can be unlisted immediately if they are indisputably in the public domain or verifiably licensed under an indisputably free license (GFDL, CC-BY-SA, etc.—see Wikipedia:File copyright tags for more on these).

Speedy deletion[edit]

Blatant copyright violations or files missing source or license information may be "speedied"

If a file is unquestionably copied from another website and no assertion of permission or fair use is made, the file may be speedy deleted under criterion F9 (formerly I9). Such files do not need to be listed here. Please tag the file with {{subst:db-f9|url=source URL}} and warn the user with {{db-copyvio-notice}}.

If a file is missing source, evidence of permission, or license information, place either use:

on the description page to put the file in the appropriate category. After being tagged for 7 days, the file will be eligible for speedy deletion per criterion 4 or criterion 11 for images/media.

Please also notify the uploader so they get a chance to fix the problem(s). The templates {{subst:File source|File:file name}} and {{image copyright}} are made for this purpose, but feel free to write a message of your own. It is not necessary to warn the uploader about every individual file if they have uploaded several of such files, but at least one message telling them that files without source/license will be deleted should be given to each user.

If a file is indisputably non-free, and its possible use can comply with our non-free content policy, be bold and retag it as a non-free file using a non-free image tag instead of taking it to this page.

Please note that this page is not for disputing the fair use of already non-free media, but for the disputing if a freely licensed file really is free.   • This image is on flickr as non-commercial only, but the uploader MedAPT (talk · contribs) seems to be claiming to be one in the same with the flickr user, or, at least, to represent the same organization. She says on the image description page, "Free free to use this photo for educational purposes, as according to the Creative Commons Attribution ShareAlike Deed", which seems to imply that she does not intend to grant a license that permits any use - even non-educational uses. So I think there's enough question in this license that we would need something more explicit to keep it. B (talk) 21:20, 25 March 2015 (UTC)

  • In reviewing the source for this image, I updated the url and notice the image has a cc-by-sa-1.0 attribution licence template. However, the text on the source webpage does not specifically provide that licence but states: "The photographs on this page may be used subject to the following licence, as long as you link to this (IMC presidents) page or explain how to find it:" Can we assume the prose supports this licence or should we consider it to be non-free? Personally I suspect all the images on that webpage are by many different photographers who probably never gave permission for their free use. I don't want to move it to the commons if we think it is non-free. ww2censor (talk) 13:35, 27 March 2015 (UTC)
  • Delete: The copyright holder seems to be imposing an additional restriction to the cc-by-sa-1.0 license which is fundamentally incompatible with Wikipedia/Commons' application of said license. -FASTILY 05:53, 29 March 2015 (UTC)

      • Something doesn't enter the public domain only because the copyright holder doesn't understand how copyright law works but instead directs you to someone else who isn't the copyright holder. --Stefan2 (talk) 18:46, 29 March 2015 (UTC)
        • You are right that the image author is unclear on copyright law (who isn't?) but it seems pretty clear to me that she intended to give up rights to the picture and is cool with Wikipedia using it. We should have better things to than chase around after non-issue cases like this. But whatever, I have written to her asking her to clarify her intentions. SpinningSpark 23:16, 29 March 2015 (UTC)

                • She didn't mean that at all. She meant (quite mistakenly) that she thought she had given up the rights to the image to Findagrave and thus they should be asked if it could be used on Wikipedia. SpinningSpark 19:08, 30 March 2015 (UTC)

Indeed, but the files c:File:DraailierOpen.jpg and c:File:Draailier.jpg do exist. The file: Hurdy gurdy.jpg is a composite and enhanced image of these two. The original files were uploaded on 2003-06-09 on the nl.wikipedia by User:Arent (no longer active) from a photo of his own collection of hurdy gurdies. The original description was here: [2]. The photos were released under a GNU-license. JoJan (talk) 07:53, 30 March 2015 (UTC)
On Commons, it only says who the original uploader is, but it is not revealed whether this person is the author or if this person obtained pictures from elsewhere. The words "uit eigen verzameling" only seem to mean that the user owned a copy of the pictures, with no explanation as to how he obtained that copy of the picture. --Stefan2 (talk) 16:26, 30 March 2015 (UTC)

    • If this is the entire advertisement, then it could be tagged as {{PD-US-no-notice}}. There mere act of scanning a 2D piece of paper does not make you the copyright holder and so the license tag is obviously incorrect. --B (talk) 05:00, 30 March 2015 (UTC)

  • Original file is copyrighted by AFP/Getty Images dated 4 August 2012 here. Flickr source on this page is dated 29 August 2012 and the EXIF information is suspect because it does not list any of the author's camera parameters. A copy of the image was found here, where due credit is given to the Getty source. Fails WP:CV. The reason I did not file under WP:F9 is because there is a source (Flickr) and license (CC-BY-SA-2.0), but the source itself is suspect. ← scribbleink talk 10:49, 30 March 2015 (UTC)

  • Scan of a newspaper article or magazine article that based on this person's age would probably put it from the 50s or 60s I'm guessing (pure guess on my part)? It comes from Florida's Sarasota County History Center and original works of the government of Florida are PD, but we need some idea of what publication this is actually clipped from to know if this image is actually owned by the government of Florida.
