Kyu Won RiiKorean: 이규원, Hanja: 李奎遠; March 1833 - November 1901[citation needed])was was a military official in the Joseon Dynasty[citation needed]. King Gojong appointed Kyu Won Rii as a Royal Prosecutor for Ulleung Island in 1881[citation needed]. Rii left for Ulleung Island on 10 April, 1882,stayed in Ulleung island to survey by land and sea routes for 10 days and return to Seoul[citation needed]. While he was in Ulleung Island, he kept a diary of his daily activities, topographic and ecological information on the island, inhabitants of the island at that time, and other detailed information as well as a draft for the official report to the King[citation needed].

Background

The Royal Prosecutor Kyu Won Rii was born in March 19, 1833 in lunar calender and passed away in November 11, 1901 in lunar calender when he was 69 years old[citation needed]. He passed the military service examination when he was 19 years old and started his career as a Seonjeonkwan in 1858[citation needed]. He was appointed as a governor of many local areas including Tongjin [Gimpo] and Jeju island[citation needed].

Royal prosecutor

Kyu Won Rii was appointed as a Royal Prosecutor in 1881 and visited Ulleung Island to survey the island in 1882 with 106 persons. He surveyed the island by land and sea routes for 10 days. While he was in the island, he met 132 Koreans and 8 Japanese[citation needed].

The diary included the topography, geomorphology, climate, animal, ptants,and products of the island were recorded in it. He recommended Naridong as a appropriate residential area, because the area is flat and large enough for 1,000 households. He suggested 14 possible ports along the sea coast indicating difficulties for the construction of ports.

Kyu Won Rii told King Kojong that he believed that Usan Island was the ancient name of Ulleungdo. Kyu Won Rii also reported to the central government that he and his group climbed the highest mountain in Ulleung Island, Songinbon Peak (984m[citation needed]), and there was no other island visible except Jukdo, which lies 2 Kilometers from Ulleung Island.
