Carlos Manuel Félix Moedas (born August 10, 1970) is a Portuguese engineer, economist, banker and politician. He is currently the Secretary of State to the Prime Minister of Portugal. In this position Moedas oversees ESAME, the agency created to monitor and control the implementation of the structural reforms agreed in the context of the assistance programme by a troika composed of the European Commission, European Central Bank and the International Monetary Fund.
Biography
Early life
Moedas was born in Beja on August 10, 1970. He studied in Lisbon, obtaining as degree in Civil Engineering from the Instituto Superior Técnico in 1993. During the last year of his degree he was an Erasmus Student at the Ecole des Ponts et Chaussées in Paris.
Professional career
After his graduation Moedas worked as a project manager for the Suez Group in France between 1993 and 1998. In 2000 Moedas obtained an MBA from Harvard Business School.[1] He subsequently returned to Europe, where he worked in mergers and acquisitions in Goldman Sachs. He also worked in Eurohypo Investment Bank in its Real Estate Investment Banking Division. Following his return to Portugal, in August 2004, Moedas worked for the real estate consulting company Aguirre Newman, where he was managing partner until 2008, after which he created his own investment management company, Crimson Investment Management.[2]
Political career
Upon the emergence of the eurozone crisis, Moedas became coordinator of the economic research unit of the Social Democratic Party (PSD). He was part of the PSD team which negotiated with the Government the approval of the 2011 State Budget, along with Eduardo Catroga. He was the PSD candidate for the Beja constituency in the legislative elections held on the 5th of June 2011, where he was elected Member of Parliament. This was the first time the PSD elected a Member of Parliament in that district since 1995.[3] He ended up only occupying that position for a day, since on the 21st of June 2011, he was appointed Secretary of State to the Prime Minister[4] of the XIX Constitutional Government (a cabinet-level position). In this position, he oversees ESAME, the agency created to monitor and control the implementation of the structural reforms agreed in the context of the assistance programme signed with European Commission, European Central Bank and the International Monetary Fund.[5]
