A commuter assistance program (CAP) is a program or series of programs with the goal of reducing single-occupancy vehicle commuter congestion and travel on our nations roads. These CAPs advocate alternative transportation strategies such as carpooling, vanpooling, carsharing, telework, flex time, congestion pricing, walking, cycling, and many other methods.
