Is this article appropriate for Wikipedia?[edit]

In What Wikipedia is Not, "list of links" is included. While this article contains a list of links, I believe it has value as a standalone list, classifying open government portals by location and standard. It is similar to other published lists of websites. Some feedback would be helpful to know if this article fits the criteria for a list article or needs to provide additional information before publication.
