English: Rota,Commonwealth of Northern Mariana Islands (CNMI), December 20, 2002 -- FEMA Federal Coordinating Officer, David Fukutomi meets with Governor of CNMI Juan Babauta to sign the joint agreement to provide disaster assistance from FEMA.
