The uploader asserts fair use of this image in the article United Nations Assistance Mission for Rwanda for the following reasons:

• The photo of the ribbon is being used in the article for the mission for which the ribbon was awarded and is thus highly relevant
• The image is intended for educational and illustrative use
• As the ribbon was given out to a limited number of persons worldwide, taking a freely license picture does not appear feasible. Even if such a freely licensed photo was taken, the UN would retain copyright to the ribbon and derivative works, and fair use would still need to be asserted.
