  States with full enfranchisement for 17-year-olds
  States that allow 17-year-olds voting rights in primaries provided they will be 18 upon the corresponding general election
  States that allow 17-year-olds to participate in presidential caucuses, but may not vote in primary elections for other offices
  States with no enfranchisement of 17-year-olds
