Kathleen Halloran Chapman, (born January 19, 1937), known as Kay Chapman or Kay Halloran, is an American politician.[1] was elected as the mayor of Cedar Rapids, Iowa, United States in November 2005. She is a Democrat and former state legislator,[2][3] and a member of the Mayors Against Illegal Guns Coalition,[4] an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.

She was the first woman to enter into a private law practice in Cedar Rapids, and is the city's second female mayor. Ms. Halloran was a 1954 graduate of Franklin High School in Cedar Rapids.
