This is a list of heads of state, government leaders, and other rulers in the year 2010.

  1. ^ Eritrea only became independent in 1993.
  2. ^ Bahrain only became independent in 1971.
  3. ^ Brunei only became independent in 1984.
  4. ^ Hun Sen was titled Second Prime Minister in 1993–98.
  5. ^ The three-member Presidency Council was head of state collectively, but this changed to the usual form of having just the president as head after the 2009 elections.
  6. ^ Kazakhstan only became independent in 1991.
  7. ^ The position of Chairman of the National Defence Commission was declared to be the highest office of state by the constitution that came into effect in 1998.
