Introduction
Citigroup Inc. or Citi (stylized as citi) is an American multinational investment bank and financial services corporation headquartered in New York City. The company was formed by the merger of banking giant Citicorp and financial conglomerate Travelers Group in 1998; however, Travelers was spun off from the company in 2002. Citigroup now owns Citicorp, the holding company for Citibank, as well as several international subsidiaries.
Citigroup is ranked 3rd on the list of largest banks in the United States and, alongside JPMorgan Chase, Bank of America, and Wells Fargo, it is one of the Big Four banks of the United States. It is a systemically important financial institution and is on the list of systemically important banks that are too big to fail. It is one of the nine global investment banks in the Bulge Bracket.

Robert Edward "Bob" Rubin (born August 29, 1938) is an American lawyer, former cabinet member, and retired banking executive. He served as the 70th United States Secretary of the Treasury during the Clinton administration. Before his government service, he spent 26 years at Goldman Sachs, eventually serving as a member of the board and co-chairman from 1990 to 1992.
During the Clinton administration, Rubin oversaw the loosening of financial industry underwriting guidelines which had been in place since the 1930s. His most prominent post-government role was as director and senior counselor of Citigroup, where he performed advisory and representational roles for the firm. From November to December 2007, he served temporarily as chairman of Citigroup and resigned from the company on January 9, 2009.
