Presidential Proclamation 1081

Presidential Proclamation 108 established martial law in the Philippines. It was issued by then President Ferdinand E. Marcos on 23 September 1972. The proclamation cited the need "to save the Republic and reform society," from infiltration by "lawless elements" that were being propped up by a foreign power (the Maoist New People's Army) that sought to overthrow his democratically elected government.[1]
