Rmving the hatnote[edit]

Rolled back the content from COI sock in 2018 (qrackerjack), so also took down MER-C's COI warning hatnote from January 2020 after the sock investigation. These were the edits I hacked out, not much of them was still live (a few edits by Bktwiki and ISI-DeputyDG too, for being SPAish):
