Overlay of area code 438

I don't think this sentence makes much sense: "Due to population growth, after considering adding a new overlay code, area code 579, to the area, on 7 May 2009, the CRTC ruled that area code 438 will be extended to overlay both 450 and 514." and the source for this should be "", not the actual discussion paper.
