Is this backslang?

There's this quote from Terry Pratchett's Hogfather that seems related:

It's a sad and terrible thing that high-born folk really have thought that the servants would be totally fooled if spirits were put into decanters that were cunningly labelled backwards. Phonemically or lexically backwards

Is back slang always derived by phonemically inverted a word? Is it not a simple reversal of the letters? For the only example given here, yob, it might be argued that the two possibilities coincide.
