I cleaned this up a bit as part of the May 2011 copy-editing backlog project, and I removed the <CE needed> template, but --
There's lots more surface clean-up that could be done.
I'm not sure the subject matter merits the work that might be needed. What do experienced Wikipedians do when that happens? I would not argue that the article should be removed. I've encountered this a couple of times before -- too much detail in the article, but it's very hard to know what can reasonably be removed.
