Epps and his team are not unique in donning raid gear 1) other than the HRT, no tactical team in the FBI is full time...all SWAT team members (both individual field offices and the enhanced regional teams) are ancillary duties...every agent is primarily a criminal investigator. 2) in addition, while not technically SWAT, many agents will don raid gear (shoulder weapons and heavier armor) for a raid.

I agree. I deleted this sentence. It is not uncommon for FBI Agents to launch raids on criminal sites, as depicted in this series. The HRT is only used in certain circumstances, and is not universally available. Local offices may perform similar functions within their jurisdiction.
