Situationer v. DFA report

I saw a significant difference with the data provided by the DOH and the DFA regarding the number of repatriates—the DOH reported a total of 103,146 repatriates (where 96,614 of them were already released), while the DFA reported a total of 68,440 repatriates. I guess not all repatriation efforts were conducted by the DFA but does anybody know how and where did the DOH got their data from? With the lack of transparency from the DOH's Situationer (I am referring to their source here), can we say that the DFA's data is more reliable and correct?
