I do not think that the cropped image shows Lord Halifax, but rather one of his secretaries. In the picture, both men on the left are looking at the man on the right, as if awaiting instructions. Furthermore, the man on the left with the quill pen looks like he is taking dictation from the man on the far right, who I feel is more likely to be Lord Halifax.
